Each year, the President submits his budget proposal to Congress by the first Monday in February. The House of Representatives and Senate Budget Committees draft and mark up a concurrent resolution on the budget. All action on the Budget Resolution must be completed by April 15 of each year. The Budget Resolution sets revenue spending and other budget targets. Once the Budget Resolution is approved, the Authorizing Committees, in this case House and Senate Armed Services, create budget authority for (take out the) defense programs. After the spending is authorized, the corresponding Appropriations Committees appropriate funding for programs in the Defense Appropriations Bill. Action on Defense Appropriations is normally completed prior to the start of the next fiscal year on October 1.
